About the Comprehensive Plan

Venango County has developed a Comprehensive Plan, which will serve as a blueprint for the County’s goals and objectives for the future. The PA Municipalities Planning Code requires county comprehensive plans to be updated at least every 10 years. The Plan provides guidance to the counties on how to address the specific challenges they face as identified through the public engagement process and focus groups. These plans are also used to support grant funding applications, justify the use of resources, and demonstrate project priority. Venango County’s last comprehensive plan was developed in 2004. 

The Comprehensive Plan provides guidance for decision-making throughout the County for years to come. The Plan was developed by evaluating existing and desired future conditions, including socioeconomic trends; housing, land use, infrastructure, transportation, energy; natural and historic resources. The planning process included engaging the public and stakeholders to obtain feedback on these key topics. The Venango County Comprehensive Plan can be reviewed in two volumes online at these links (Volume 1 and Volume 2) or by visiting the Venango County Regional Planning Commission office located on the 1^st floor of the Venango County Courthouse (1168 Liberty Street, Franklin PA 16323). The Planning Commission has committed to collaborating with Partner Organizations to produce an Annual Report on Comprehensive Planning initiatives throughout the County.
