Office Description

A County Property Tax Assessment Office administers the valuation and assessment of real property for local taxation in accordance with Pennsylvania law and county policy. The office maintains the county assessment roll and assigns assessed values that counties, municipalities, and school districts use when calculating real estate taxes. Its role is to establish fair, uniform, and accurate property assessments; it does not set tax rates or collect tax payments.

  • Identify, inventory, classify, and value taxable real property within the county.
  • Maintain ownership, parcel, property-characteristic, exemption, and assessment records.
  • Update assessments when property is newly constructed, subdivided, consolidated, demolished, or otherwise changed, as permitted by law.
  • Prepare and certify assessment rolls for use by local taxing districts.
  • Issue assessment notices and explain assessment information, procedures, and deadlines to property owners.
  • Support the county Board of Assessment Appeals or Board of Assessment Revision by processing appeal filings, assembling records, and implementing decisions.
  • Administer approved exemptions, preferential assessment programs, and other property-tax programs for which the office is responsible.
  • Provide assessment data to county departments, municipalities, school districts, property owners, and the public, subject to applicable public-record and privacy requirements.
  • Promote uniform treatment of comparable properties and maintain records needed for countywide reassessment or other legally authorized valuation updates.

The office commonly assists customers with parcel and assessment searches, property record questions, mailing-address or ownership updates supported by recorded documents, exemption and preferential-assessment applications, assessment appeal instructions, and requests for available maps or assessment data. Specific programs, forms, fees, and filing deadlines vary by county.

Assessment Versus Tax Collection

The Assessment Office determines the assessed value of property. Elected or appointed taxing bodies establish millage rates and levy taxes, while the appropriate county, municipal, or school tax collector or treasurer bills and collects the resulting taxes. Questions about a property’s value or classification generally belong with the Assessment Office; questions about a tax bill, payment, penalty, or receipt generally belong with the taxing district or tax collector.
